Error code question

What does this error code mean?? It goes off only sometimes. Its non idrive. It shows a rectangular symbol with some tube sticking out and liquid within this rectangular symbol.

Also, I filled my window washer to the top and never used it, but it says im low on it after several weeks. What could that mean?
