I did not see an option to prepay.

There's no option to prepay. Registering is just for them to make a note of how many cars to expect. Everyone pays when they arrive.. $20 cash. No, you don't need to register to enter, you can just show up. The placard is only if you want your car to be judged for "Battle of the Bimmers"
