Anyone know where the O2 sensors get their power for the heater circuit?

I can't seem to find where those orange voltage wires are running to. I've checked the ECU box, but it appears that only the heater circuit signal wire and o2 sensor wires actually make it there. So I have no clue how or where they are getting their power from. I pulled all the fuses from the glove box and didn't see anything blown, but I could have missed something. When I test the wires I only see at most 1.8v, which seems really low for a heater circuit. I would expect it to be at least 12v.

Any thoughts?
