Ult. Compound left white film on paint

Friend applied UC to his black paint and it looked good after but the next day it has horrible white spots and looks the way it was before. He says he wiped off the UC with a damp MF. Any suggestions on how to fix this?

How did he apply the Ultimate Compound? Machine or by hand? I keep reading online that UC shouldn't be used by hand unless it's a very small area.
