I doubt it has anything to do with being cheap.. I'm betting it is just so they can add it to a newer model and use it as a visible improvement for the new model year

Exactly. There's some pretty bland e90s especially the like 06 base models

That's because BMW is very cheap when it comes to the 3 series. I remember the E46 had rear LED tail lights in the last couple of years before the E90 came out without. Then the E90 LCI comes with full LED and the F30 gets some missing. Crazy BMW.
