Question about base F82 horsepower

I know BMW rates the base HP of the F82 somewhere around 425. However, I have seen on YT and read in various places that this is a "conservative" rating and the actual HP is more than likely north of 450. Nick Murrary specifically mentions this in one of his earlier M4 videos, but I have seen it elsewhere, too.

I've also seen dynos of base F82s on YT and it looks like they are indeed getting around 425 before mods.

Can someone clarify what the base HP of the F82 actually is and if it is around 425, why do we feel the need to keep aftificially inflate the number? I am trying to understand the psychology of this phenomenum. It's probable the same pyschology to cause someone to wonder what the base HP is in the first place. HA!
