OEM Wheels Chipping?

So I have the 20" 491 wheels (black) and seems like the right rear rim has some chipping or bubbling effect on one of the spokes near the edge of the rim. I've attached a close up to hopefully manifest what I'm describing.

Has anyone experienced this before and if it's covered under warranty/extended warranty?

To me it looks like they just got damaged by a rock or something and then started corroding/peeling off?
