He agreed to pay me for a custom dead pedal but was having issues with PayPal in January 09. He asked me to trust him and send the pedal and he would pay me. He never did. He lives in Athens, Greece.

It isn't the amount of money it is the principle.

Well..to be honest, you should not have sent him anything without payment in hand first. That makes no sense to begin with.

Second, avoid international transactions with anyone you don't know. I'm not surprised at all that this happened considering he asked you to send an item without sending payment first.

Seeing as I was just scammed by a fellow board member myself I feel your pain, sucks when we get jerks like them joining the community.
