Rusted wheel spacer?

What's the name of the part that's rusted that i need replaced? This was from Sonax wheel cleaner.

Normal for our cars - sad to say. My dealer gave me a can of this German stuff when I bought new brake rotors(front). After I used some brake kleen to remove the cosmoline... I put two coats of this "stuff" they gave me. It smelled and felt like clear coat. Just FYI. Make sure you use a good wire brush and remove all that rust. Rust where the wheel bolts up can cause wheel vibrations and make wheel changes difficult.

I bought a used e82 with this same issue. Are there any cleaning agents that would help remove rust in addition to using a wire brush?
