We can't tell. If those tires are some cheap Chinese garbage brand they don't even factor into the equation. If they are new michelins, they may make the deal. Ditto for the paint job. What was it? High quality powder coating from a reputable shop or someone with a rattle can?

A little clearly written description and some better pictures would go a long way.
